I am considering getting an adjuster license. Would this require some form of financial responsibility?

You may need to go through the state department's website regarding adjusters' licensing guidelines. As far I know the public adjusters are required to submit the proof of financial liability which will describe his ability to pay the sum against cases filed by the insured for fraud, error and omission, unfair practices, negligent and such.

In Texas, at least, both the licensed adjusters and the trainee adjuster in order to obtain temporary license are required to maintain the proof of financial liability in the form of surety bond. Below is an excerpt from the Texas Administrative Code:

Sure there are..but it's still state dependent on the requirements.
