Yes, just like I can insist that my employer pay me a million dollar bonus.
Carriers will pay the lesser of the repair cost or the value of the vehicle.

Insist?? whom? Your carrier or the other driver's insurer? If another driver has damaged your vehicle wherein you're not at-fault, the damages will be covered by the driver's insurer. You can also file the claim with your own carrier if you have collision coverage on the vehicle . The insurer would recover the losses afterward from the at-fault driver's policy.
Maybe you need to detail out your situation for better replies.
