if i backed up into car would my insurance rates go uP?
It may or may not, depending upon the business policies of the insurance company. Some insurance carrier may overlook the first instance, whereas, the other may not.

the rates can go up if you are the responsible party in the accident. however, you may not experience the hike before the next renewal.

If the damages were small you would be better off to pay out of pocket instead of through insurance - even if the first accident is forgiven (the next accident wouldn't be)

Well, yes it would but just by how much would depend on where you stay and your car insurance company, and other information on your driving record. You could ask them how this would affect your insurance rates.

If you think it's gone up too high, check out other insurance companies. It often helps to compare quotes, check out some useful tips for car insurances online and make a switch. Cheaper is not always better, though.
