Why are insurance companies trying not to pay for Mark-up on sublet bills?

Well, I wouldn't claim myself an expert in this issue but if its mentioned that way in the policy document. You wouldn't get compensation for subletting the car knowingly.

IMO you need to go through the policy document carefully to know the actual reason.

Thanks,

Tony, you may have to elucidate your query for better responses.

Rupert, I think The OP is involved with sublet towing bills, but, yeah, that's my guess.

The insurance companies at times can really act stubborn on these issues. The real reason is not known. Hope we would soon hear from an expert on this issue.
