Word Against Word Rule

I had a friend whose insurance stated that there is a rule which is " word against word". It means if they can conclude anything regarding the accident by talking to witness and drivers, or statements contradicts, they apply word against word and the case goes into NO Dispute. Hence your damages would be taken care by your insurance and your insurance wont pay other party. I need to know more about this rule! Anybody who can guide?
