Could anybody tell how to get in touch with a Humana broker/agent? Are their brokers based on contracts or captive? I'm from CA.

Humana have their own agents. As you say - captive agents. They have local sales offices in each of the states. In CA, they have offices in Orange county, LA, North and Southern CA. Search in Google to get the addresses.
