Completed left turn accident, whose fault is it?

Light was green, I saw it was safe to make a turn, 4 lane traffic, initiated the turning maneuver and saw I had control of the turn and had already turned onto the 1 way street, when at the very corner of the 1 way street that contain a bicycle lane, another car hit my rear bumper and knocked it off. In the police report it is just my side of the story and his side of the story, blame was not pointed at anyone. The driver had to be speeding in the bicycle lane. His insurance company is trying to get my insurance company to pay for his car damage, why?

Gonna need some additional information to better assist you I'm afraid...

Light was green,

'solid' green, or green arrow? or is there even an arrow? If 'solid' green and you are making a left had turn then you still have to yield to oncoming traffic, if solid green 'arrow' then you have full right of way....

I had control of the turn

What does that mean, ''i had control of the turn'?

had already turned onto the 1 way street,

you were not 'fully' out of or cleared the intersection right? or had you? was ANY of your vehicle still in the intersecton?

when at the very corner of the 1 way street

How many lanes is this one way street (not counting the bike lane) and which lane did you turn into? Tell us (for instance) 'i was north bound, turning left (west) onto a one way street with two lanes, i turned into the left (south lane)..ok? that will clear that part up...

with which part of their car? (left front, right front?) was it your right rear bumper they hit? (or left)

Look for an area on the police report, likely just a little box that the officer can make check marks that says something like, ''probable contributing circumstances'' and see what that says...no tickets then right? is there a diagram? if so is it acurate? any witnesses? What does 'his side of the story say" and yours?

The driver had to be speeding in the bicycle lane.

Where did he come from? was he already driving on this one way street? or did was he going opp.direction and turned right on to this street? how do you know he was speeding if you didn't see him prior to impact? or did you see him coming from a distance, and felt it was still safe to turn (thinking he was farther away and traveling at a lesser speed?). Was in impact actually in the bike lane? isn't it illegal to drive in this lane?

His insurance company is trying to get my insurance company to pay for his car damage, why?

Well, clearly because they think you are at fault...and he had the right of way...is he saying you turned nearly into him forcing him to the bike lane? Couple of other things....what state are you in? what does your insurance carrier say? have you filed a claim for your damages thru his carrier? Time of day, weather conditions, what was said immediately after impact? when (assuming) you both got out of the cars? What is the posted speed limit?
