Inner company arbitration is just a general term. The company that carriers use _is_ AFI.
Each carrier signs a contract to use them instead of filing in court. Sometimes an AFI employee can listen to the case and carriers also have the right to request a 3 person panel instead. If the 3 person panel is selected, it's usually made up of 3 volunteers from carriers. People volunteer for the job so they have a better understanding of how AFI/arb works.
