if a person was hit by a moving vechile running yellow-red light, are they able to collect compensation from the other party involved?

yes, if they can prove it...however if the other party had a 'yellow' light then opposite moving traffic should not have been in movement yet.

With such limited information, who knows. For example, you never mention what the other vehicle is doing or where it is located. Without knowing this there is no way to tell.
