The story is more complex, I got car accident last month but it's totally not my fault, so the insurance company of the car which hit me rent me a car, and it promise cover all the fee. But when I went to rent this car I didn't ask to pay insurance for that car, so really unfortunally I got car accident yesterday agian(ok, ppl blame me my driving skill are really sucks, pls I wanna kill myself, too.)
So this time is my fault, I have to responsible to fix my rental car, b rental car company said as I didn't choose insurance, so I have to pay everything, which maybe cost me $7000, well, my tuition and fees are only $5600, I feel so helpless, do I really have nothing to with this?
Please, can anybody tell me what can I do to decrease the fee? PS.I'm F-1 visa student studing in USA.

You don't own a vehicle with collision coverage on it? If not, rental companies should not let you rent a vehicle without adding this coverage. At least this is how I understand it.

If you were driving the rental and don't have coverage to address the damage to it, you will need to work out a deal with the rental company. You're not responsible for any admin fees or much loss of use (you only owe loss of use while it's being repaired).

When you went to rent the car did they take a copy of your drivers license? Your insurance card? A credit or debit card? Was this Hertz by chance?

As Tcope posted, if you did/do not have collision coverage on YOUR vehicle. And you wrecked the rental car, and did not purchase the damage waiver..then yes, you owe for the damage.

I assume you DID have property damage and bodily injury coverage (liability)on your vehicle correct? So your carrier will handle the damages and any injuries you caused the other party? You have filed the claim with your insurance company right? If not you need to do this right now..

Let us know exactly what transpired when you went to pickup the rental car (ie what did they make copies of)

Are you saying that if they had collision coverage on their own vehicle that it would pay for damage to a rented car?I did not know that. But I am assuming that they had no such car or they would not have rented one ,am I right on this?

Most of the time, yes. There are some policies that limit this transfer under certain circumstances (some only provide coverage when the rental vehicle is a sub as the covered vehicle is being repaired).

Many people rent vehicles when on vacation, etc. This does not mean that they don't own a vehicle with collision coverage. Rental companies usually won't allow someone to rent a vehicle without some form of collision coverage.

The OP does own a vehicle:

I got car accident last month

I got car accident yesterday agian

This OP was in a rental due to an accident, so it would be referred to as a ''temporary substitute vehicle''. So the OP's collision coverage, (and same deductible) would apply to the damage caused to this rental vehicle as well as their limits of PD and BI for the other car they damaged
