iam collecting un from my job i was laid off now they say iam permaently laid no call back. can i still sign up??

I guess unemployment benefits are aimed at people who're laid-off. I haven't come across situations wherein people got denied of such benefits for being laid off permanently. On the other hand, if you quit a job on your own, then you can't apply for such benefits.
