new home built in the last six years leaking water from outside into my garage and fron living room/foyer

First, I never liked that phrase. As long as it stayed within the insurance industry, it made sense. It is supposed to mean that no one is at fault.... somethings just happen. It applies to liability claims, not 1st party claims as you are mentioning.

This is why I don't like the saying... it seems to apply to anything beyond someone's control.

In your situation the question is... is there damage that is causing the water to leak and was that damage sudden and accidental. If it's something like poor workmanship or the house was built incorrectly, then there is no coverage for the problem itself. The resulting water damage is probably covered (though, it might be denied as an ongoing problem. You mention it's been going on for 6 years).

Leaking water is not an act of God. Leaking water is a result not a cause.
What is/was the cause of the leaking water?

Water seeping into the home is not covered under a home owners policy (flood). If nothing caused damage to the home then only the resulting water damage would be covered. Water needs to be removed immediately.
