I was recently denied my P&C license for having 4 misdemeaners. If I request a hearing, what sort of paperwork can improve my chances of at least getting a probationary/restricted license?

None. To be licensed, one must be a person of integrity, and one who would not be likely to violate the public trust placed in licensed agents. Four misdemeanor convictions, on its face, is enough to disqualify a person from being allowed to come between the public and their money. Seek another line of work.
