NEED HELP OF HOW TO OBTAIN DRIVER LISENCE FROM IOWA AND FL

Hey guys.

I am an independence agent from Texas. Recently, I had issued two policies with Universal North America. The company requested a driver license from previous state and policy is pending for cancellation. I had ask the clients but they don't remember. I also call department of transportation but they won't give it to me. Does anyone with any information of how to obtain driver license from Iowa and Florida.please help me out. The clients would most likely have to make the requests for duplicate licenses themselves due to privacy and homeland security regulations.
