am i able to take out a life insurance policy on my partner even though he has not devorced his wife?

Yes, as along as you can justify an insurable interest, and the insured is willing, you can pretty much purchase life insurance on anyone for personal use.

Yes, you may take out a life insurance policy on your partner, as long as insurable interest exists between the two of you.

Insurable Interest means you rely on the insured person for financial support, or you would suffer financially if the person were to die.

In order to buy life insurance on your partner, you would need your partner's consent / permission, and your partner may need to sign the application, and maybe take a physical exam or answer some health questions.
