why do the construction company recoverable depreciation check and not home owner

Does not make complete sense. Why should the construction company be paid the difference between the depreciated payment and the full cost of repairs? Because they are charging the full cost of repairs as for their work as they should. Unless they are installing used parts (such as 10 year old shingles) instead of new.
