Insurance Council of New Zealand chief executive Chris Ryan said recent flooding was the impact of a volatile climate and there had been a significant change in flooding in New Zealand.
Communities throughout the country need to brace themselves for the consequences of a volatile climate, with smaller floods expected more often, the Insurance Council believes.
