The increase in national health care resources is due to donor contributions, including non-governmental organizations. While donors and NGO contributions shift the administrative burden away from the Ministry of Health, the report says that careful coordination of all the major financing agents is warranted to ensure that health sector goals are met, and to avoid duplicating efforts.
