I had heard of Umbrella insurance, but now I often come across this Umbrella liability thing. Is it in anyways different than Umbrella insurance?

No difference. An umbrella policy is only liability coverage so it's not usually mentioned in the name.

Yes it's all the same. Only thing that I'd like to remind you is that your auto insurance or home owners insurance is often not enough to cover for your medical expenses towards the injured party (including the legal costs). I haven't come across a single state wherein the financial responsibility laws exempt at-fault drivers.

While considering the huge worth of money that's awarded by way of a lawsuit, I feel it's better we get an umbrella policy to ensure our peace of mind. I guess these policies are quite inexpensive. At least it's better to look for one and count on the overall cost, than just sitting idle and waiting.
