What are my rights in regards to an insurance company of ano

i have four estimates from different auto body repair companies saying the repair would be 1500-1800. the other guys insurance is refusing to offer more than 550.
There was prior damage on the same panel-its seriously just a scratch. the other four estimates say it would take about 250 to fix it, the other insurance is saying it would take 700.
They are refusing to pay more than 550 for the current damage from their client because of the previous damage.
what do i do?

The situation is not quite clear to me as yet. It seems as if the 250 that you've mentioned is meant to cover the scratch only. If the other insurance feels that it would take 700 to fix the scratch, then I'm sure you could demand an explanation of how they arrived at this 550. Even when we deduct 700 from 1500, it doesn't amount to 550.

File it with your carrier use your collision coverage, they will subro the other carrier...Chances are though they too will catch the pre-exsisting damage. Why do you think the carrier owes you to repair this damage as well? The shops that wrote those estimates didn't write JUST the new damage correct?

This doesn't make sense..this (above stmt of yours) says the carrier is willing to pay more than the shops want...It depends on the panels and where the damage is..as an example..new damage is to the front of the front door..and minor..old damage extends thru the entire panel..old damage would necessitate detrimming and blending rear door new damage maybe not..big difference in price
