Need advice what to do next with my home insurance

I made a claim to my home insurance company for a damage of the roof of my house during hurricane Wilma. Although more than 25% of the tiles were broken or moved, they partially accepted my claim paying only the repair of my patio screen. They said that the roof was too old and the damage was caused by the age and not for the hurricane. Surprisingly, I lived in a Condo and three houses include the mine share the same roof. The other two roofs were paid entirely by their home insurance. Then I hired a public adjuster in order to present again the claim with additional technical information about the description of the damage. After approximately 6 months of negotiations a new sum was approved for a repair but not for a roof replacement. The insurance and the adjusters with a mediator or umpire decided apparently the amount for a roof repair. Finally, I hire a roofer for the repair but according to his judgment again more than 25% of the tiles were damage, he presented the documents to the city and the City denied the permit for the repair. Now I don’t know what to do, the insurance says that they paid base on the agreement with the mediator, the adjusters says that they did the best for my claim and I don’t know what to do. Any advice will be appreciated.

Oh gosh what a mess. I'm so sorry... Frankly, it's moot isn't it, unless the roofer can get a permit to repair it right? Why on earth would the city deny this permit?

Its a difficult situation. First you need to get the permission from the city. Just try and find out why they have denied you the permission and then produce all the necessary documents to acquire the permission.
