water seepage

A contractor enclosed my carport but did not build up the foundation. My house was built on a concrete slab. When it rains water seeps in the room. Would this be covered under my homeowners policy

No, it's considered flood or seepage and excluded.

I'd pursue the contractor that conducted the work. He may be insured or at worst case will pay out of his pocket one way or the other if you can prove he caused the problem.

No, water seepage is viewed as maintenance issue and is not covered by homeowners policy.

It's not that it's a maintenance issue, as when it is, the result damage is usually covered, just not the initial problem. It's that seepage and resulting damage is excluded.
