I would like to see a psychologist for PTSD, but because of the possibility my auto insurance is exhausted, they want to take the copay for my medical insurance. Can they do this?

Who is "they"? If you don't have any more coverage under your auto insurance and need to seek treatment under your health policy, then you are subject to your health insurance policy requirements. If this includes a co-pay then yes, you'd need to pay that amount.
