Car totaled and adjuster already made offer.. now trying to change offer because titled misplaced

You can aquire a replacement title through your state's DMV. Not having the title should not change the settlement amount, but you may not get a settlement if you cannot prove that you own the vehicle. Do you have a bill of sale?

I'm thinking there is more to the story. Perhaps the adjuster changed the offer to a lower amount as you retaining the vehicle... as he cannot take possession of it without the title.

Won't, can't... pretty much the same thing. I _never_ do this as you never know what kind of problems there are with the title. could be someone else's name completely, include someone else on the title, liens, different spellings, etc. It also means an expense for the insurance company. If the person does not want to spend a few hours at the DMV to get a dup title, there is usually a reason.
