My mom hit somebody with my car, and they were both found at fault but they are still going through my insurance. Isnt it supposed to go through the driver insurance. I am in North Carolina also.

Nope... the owner is responsible for the use of the vehicle in NC and as your mother had your permission to use the vehicle, she is considered an insured under your policy.
Look at it this way... they are pursuing the driver... but since she's an insured under your policy (permissive user) and the vehicle is listed on your policy, your policy owes her a defense. That defense can also be to pay the claim.
