Can I unfile an auto insurance claim?

I recently backed into another car while parking and filed a claim with my insurance company because the person I hit told me that he filed a claim. However he just informed me that he will not be fixing the tiny dent and therefore will not file a claim.

Well... no. Once you inform your company of an accident they will code it at fault or not at fault. That is what determines future rates. If the dollar amount of the claim is low (including nothing) it might be a bit more in your favor.

Again, your rates are not based on the amount an insured company pays... it's based on risk. If a person causes an accident they are a greater risk for future losses.

Actually it's more like if a person files a claim, they are more of a risk than someone who doesn't file a claim. The damage is done.

... and why would someone file that next claim? Goes back to my answer. It's still not the claim they are worried about... it's the accident. That is, if their is that next claim, there is also that next accident. A person could have an accident without a claim. If so, the person is still a higher risk.
