My insurance company just told me they raised my rates because of an at fault accident, but I did not get a ticket for the accident. Is that fair?

Whether or not you got a ticket is irrelevant. The point is you still got in an accident.

Tickets are only one indication of increased risk. Another is.... actually being at fault in an accident.

Yes, it's not only 100% legal.. it's 100% fair. You have shown that you are likely to be in an at fault accident again.

Since you did not receive a ticket, I am led to believe your insurance company found your accident on your CLUE report. In that case, your insurance company paid out on the accident.

they probably found out b/c the paid the claim, Ken. But yore right, if changing companies they would find out through CLUE or CCDB, or other shared database. Insurance companies share information for rating purposes and for fraud detection.
