I have All State insurance. I wanted to file request to have work done to my roof for damage around my skylight and other repairs ?

You can, but only when your roof was properly maintained prior to it's damage. Did you maintain it properly? Otherwise you may have a tough task ahead getting your claim settled.

What matter is why it needs repairs... that is, how the damage occurred.
