BI and PIP payments to a pedestrian

What about as a pedestrian who has no insurance for their related medicals, can the responsible party's carrier pay under their insured's PIP for medicals, then go under the same policy holder's liability BI to then pay the pedestrian for their pain & suffering? In otherwords, the liability carrier would pay under the first (PIP) and third party (BI) coverages of their policyholder to the pedestrian?????? Please help!

Usually that is what happens in a PIP/MP state... at least in the 5 or 7 that I know of. But each state is different.
