I noticed the carpet in the dining room is wet. I pulled it back and there is water undeneath the padding. I am not sure where the leaking is coming from but over house was bullt in 1998 and the pipes are undeneath the ground. Is this covered by homeowners insurance?

If it's a leaking pipe in the foundation, the leaking pipe is not covered. The resulting water damage is usually covered.
