Neighbor cut off 157 branches from boundary line redwood trees that protected and sheltered house from dust of adjacent dirt road. Does homeowners insurance policies cover this type of damage to trees?

Is the tree dead? If not... no. As you still have a live tree. Most areas have code about this the pruning of trees.
