What happens if a neighbors water heater blew up and caused water damage to my connecting condo. For example, the whole floor needs to be replaced Does her insurance pay for my damage ?

The probable answer is YES, your neighbor is probably liable for your damages. But, as tcope has said, you have to look at your CC&Rs to know for sure.
