I Had a Vehicle stolen with numerous item in it.
It totalled about $10000 I had reciets for some and oringinal boxes for some and nothing for others. They told me they are cutting me one chec for $3000and change and witholding another check for $4000 and change minus the $ 1300 detuctible for a later date at which time i purchase the items lossed. My question is how do i purchase these items again with only $3000 dollars and do i have to purchase these items again out of my own pocket befor i can recieve the Balance of $4000, Because $7000 is not gtonna cover the total of the items purchased

First, it sounds like some of the items were not paid for probably due to limitations on the policy. You are responsible for the difference between what the policy pays and the cost of the items lost. I'd recommend not carrying around $10,000 in items protected by a thin pane of glass. Would you leave $10,000 in cashing sitting on your dash?
You don't have any credit cards? With $10,000 in your car you don't have the means to front the money in order to replace them?
Take what they paid you, put it together with any money that you have a replace some of the items. I recommend choose items that will allow the carrier to pay the replacement cost. You then submit those receipts for the carrier to pay the difference. Take that money and replace other items. No one says you need to replacement all at once.
