Yes... the license has nothing to do with your negligence or financial responsibility. She should have received a citation which is her punishment. her punishment is not you being able to hit her and not pay.

SR-22 is just an insurance certificate and not a kind of insurance policy. It certifies coverage to the DMV. It is a proof that the person who's filing SR22 has those limits indeed.
