I am thinking of changing my insurance company, anthem blue cross blue shield. Is ther a grace period from them before I GET THE NEW INSURANCE?

You'd better be sure you are accepted by the new carrier before you cancel with BC. I'd guess that grace period would vary by states _________________ Cheap Pennsylvania car insurance
