My adjuster said all I would have to do is get them to sign, then I go cash the check and get everything fixed. I understand why their name was put on the check, but do they have the right to hold the check until all work is complete? I was told they would have no involvement other than making sure, AFTER the fact, that all work was done. I have spent out of pocket, and my husband and I have done all of the work except for the roof.

The information your adjuster gave you sounds to be incorrect. Also, who ever told you that they would only be involved afterward was incorrect (or you misunderstood or they did not explain it fully).

Normally you have the work done, you submit the required documentation to the mortgage company and they release the funds. You then pay the contractor (who pays everything before the work is done). If you need some money up front (deposit) then ask the mortgage company if they can release some of the funds for this reason.
