Why is Allstate taking so long

I was involved in a accident 10/14 in Ohio. I was at a red light heading east and the traffic going west had green light/arrow. Once my light turned green I proceeded to go southeast, not making a right but moreso veering off to the right. I hit the side of a vehicle by the passenger side rear wheel. That driver was heading west attempting to turn left (south)...Her carrier is Allstate. They contacted me 10/15 and said it sounds like it was their clients faught & they would send someone out...Someone did come on 10/18 gave an estimate of 2500 and said once they got the pd reprt a decision would be made. I got the pd report 10/24 and faxed it to them. Then on 10/25 they said they needed a trafficlight sequence report...Today(10/31) they say they are looking for a witness. Question: Since she turned left in front of me she felled to yield which it says on the report..So why are they procrastinating on fixing my car? And there were no witnessess, are they going to make one up? What should I do? Im not a covered driver on the insurance for the car I was driving.

From your description I'm not clear how the vehicle's were moving but it is clear that the adjuster for the other person is still investigating liability (who is liable and how much). The police officer that responded does not determine liability for the insurance company. I've seen many reports where the officer has what happened incorrect. Also, the officer does not the liability laws in details as they are not held responsible for this.

Contact the adjuster for the other person and ask for more details on what they are looking for and why. Getting the timing of the lights can easily take a few weeks at least.

If you have your own personal auto policy and you were driving the vehicle with permission, you'll be covered by your own policy to the extent you are not covered under the other policy.

I read that as "I'm an excluded driver" (or the like such as living in the household but not listed on the policy).
