Am I being scammed or sued?

I had reversed my car into the parking space. When I got into my car and prepared to drive out of the lot, I waited for another car to drive by slowly. As I was rolling out of the parking space, the other car suddenly sped up and I ended up slamming into his side. Both of us got out of our cars and the other guy apologized a lot. He told me that his car is very old and a few new scratches and dents wont make a difference. My car had almost no damage except for a very tiny dent on the bumper and small spot of paint that had come off. We exchaged our phone numbers and I took a snap of his number plate with my phone (just in case).

Now after a couple of weeks I get a call from a collection agency claiming that I need to pay for a collision claim which could not be collected by the insurance company because they couldn’t find me. My question is this: Is this some sort of a scam or did the other guy play me and filed a claim?

I'm not sure why you mention waiting for a vehicle to pass and then the "other" vehicle speeding up. I'm guessing these are two different vehicles.

Report the accident to your insurance company and allow them to settle the loss. Based on your description I'd say you are liable for the damage to the other person's vehicle. Your insurance company might place some negligence against the other person but I doubt it.

What part would be a scam? Is seems that you caused the loss to the other person. Your insurance company can confirm that the collection company is rightfully collecting for the other person's insurance company and confirm that the other insurance company paid out on their insured's loss.
