Does the requirement for 30 CE credits in Texas have to be met before applying for a non-resident adjuster license with Texas designated as home state?

No. CE is only required in your home state.

If you are moving to Texas from another state, you'll likely be able to transfer your current home-state license to Texas. The general rule is that you must apply in your new home state within 90 days of establishing residency, and if you do this, you won't be required to do things all over again- they'll just transfer the license to your new resident state. Once the license has been transferred, that's when you'll have to do your CE for your NEW home state.
