As far my understanding goes, its an effort from the government to create something called a health-savings account for the masses, in order to bring down the mounting healthcare costs recently. It has the support from the conservatives within the congress too. But I have learnt of late, that they won't bring down the healthcare costs to a great extent as also they won't be of any betterment to people who are without any insurance protection.
This is quite true, when it comes to these Health Savings Accounts. In my opinion, these methods are only gonna increase the out-of-pocket costs for all of us n thereby lead to a lot of confusions.
This is because of their inclination towards tax sheltered savings accounts which remains associated with high-deductible health insurance policies.
