I want to be included under my mom's auto insurance policy. But the insurance company is not willing to do it. They are refusing since I am 17 years old and are considering me as high risk. What can I do? My parents aren't even allowing me to get a new insurance.

In this case a company has the right not to take on certain risks they don't want. You can get other people to drive you and/or walk. Being able to drive is not a right.
