if you hit someone and they say they will report it as a hit and run and that they dont know who did it. can they at any time change it and report you?

Yes, they can. But, if they have previously stated otherwise to either their insurance carrier or to the authorities, they could be held accountable for making false statements and or insurance fraud.

Anyone can say anything they want. You could say you never hit the other person's vehicle. Then both of you could share a cell in state prison for insurance fraud and try to figure out what went wrong.
