Can insurers force to include someone as driver?

My son has left for college in another state, and taken up residence there only. He doesn't even own a car. Still my insurance company insists on including him on my policy. I'm afraid that will raise the rates. Is it absolutely necessary?

My recommendation is that you speak to your agent and give all the details to see if its necessary. No one here can speak for your carrier.

Your carrier has every right not to write your policy is you don't add your son. You can feel free to obtain a policy from a carrier that will write it. The issue is that you are still responsible for your son and his permanent address is the same as yours. This means if he drives someone else's vehicle or one of yours at any time, your carrier may be on the hook for his liability.

You can always exclude your son as an insured driver under your policy, but you can still be exposed to the liability that tcope addressed above. Talk with your agent or directly with someone in policyholder services at the insurance company.

Your son can also obtain coverage known as "Non-Owned Auto" which will cover him when he drives anyone else's vehicle (other than for commercial purposes) -- like a rental car, or a friend's car, or even yours if you have excluded him under your policy.
