If a car is registered under two names, how will that affect insurance? Whose record will show the claims?

It does not go by the registration of the vehicle... it goes by who's policy it is. Reports are also pulled by address.

If two names are enlisted during vehicle registration, and both of them uses the vehicle, who should get the insurance? any one and include the other as enlisted?

Depends on how the person wants the policy to read. If they are related by marriage the policy can be listed as xxxx and yyy of one person could obtain the policy and the other person could be listed as a driver. You need to speak to an agent.
