Well, as the vehicle owner, you ARE responsible. How did someone you did not know or give permission to drive your vehicle actually get behind the wheel and drive away? Was your car stolen, or did you leave your keys hanging around for your roommate's friend to use?

Or are you just saying you don't know who the driver was -- when in fact, you do -- thinking that would absolve you of any responsibility? If so, that's a crime called insurance fraud.

It's like the morning I sat with my wife in traffic court as she was waiting to enter a not guilty plea contesting a radar speeding citation. Of the 80-some violators called ahead of her, fully two-thirds stood in front of the judge for their "driver license not in possession" or "no proof of insurance" citation and many of them said, "But I was on my way to get the insurance when I got stopped."

After about the fifth or sixth one, the judge stopped and announced to the courtroom, "Look, folks, if you've been paying attention, when someone says, 'But I was on my way to get the insurance . . .' my only question is, 'Did you have insurance at the moment you were stopped by the officer?' So I don't want to hear anyone else say, 'But I was going to get it." Three persons later, "The agent told me I was covered as long as I paid the money that day, and I was on my way to pay."

Yeah, right. Except the judge reduced the fines by 50% in each case where the driver now had proof of license and/or insurance.
