How can you add an excluded driver?

Nearly 17 yrs ago I was excluded from my parents auto policy due to an accident involving my sister and I. I am now 35 and have returned to my folks for a temporary stay. We had agreed that I would be able to use their third vehicle, however, we recently found out that I am still excluded under their policy from the accident when I was 19. Can I be added once again?
Thank you,
Sierra

As far as I know, excluded drivers are not allowed to drive the vehicle again, and so there's no scope for coverage

Now that's just plain wrong. Nothing stops them from driving, being excluded means the insurance on the vehicle will not apply to them when driving it.

All your parents need to do is ask the insurance company to include you in the coverage. At this late date, unless you have an awful current driving record, they will add you to the policy. Or your parents could change insurance companies and include you in the list of insureds when they apply.
