A learner’s ‘permit’ is like a permission to drive and thus works like a temporary license. You can thus have auto insurance coverage. However, there might be certain restrictions when you go out to buy insurance with just a permit, like the insurer may ask you to be covered under your parent’s or any other licensed driver’s policy, or may ask for a guardian’s consent when you apply for coverage etc.

Persons under age 16 in CA, for example, are not "competent" to contract for insurance, and a learner's permit is available at age 15-1/2. In such a situation, the answer would be NO. In order to obtain the learner's permit, an adult must accept financial responsibility for the permittee.
