Do I have to pay deductible every time I make a car insurance claim? I had been in an accident once, and had to claim for collision damages. I had to pay for the deductible then and my rates have also increased.

Yes, your deductible is per occurrence. So you are subject to it each time.

Yes, each time you make a claim . However, it depends how you're deemed at fault during the accident.
You'll have to pay even if your car is stolen or vandalized and your comprehensive coverage comes into effect.

What a novel concept . . . Lifetime Auto Deductible. Why didn't I think of that?
How much would it cost to get a $1,000 lifetime deductible? Maybe $10,000? And of course it would mean never changing auto insurance companies.
On second thought . . .
