Why individuals with pre-existing conditions are not recommended to opt for the HDHP ?

Until 1-1-2014 you are likely to be rejected by a HDHP for your preexisting conditions.

HDHP offers affordable coverage for young and healthy individuals who can pay the high deductible amount.
Those with pre-existing conditions are considered to have high health risks.
There's no point in paying the high deductible for HDHP, since you'll be charged more for having a medical condition ! :roll:
