Someone hit my door while coming out of my vehicle and break my door. who is at the fault

No one here can answer that question for you. But a judge will. And the judge would probably find the person who opened the car door without making sure it was safe to do so is the at fault party.

The careless or negligent party is the one at fault. It is the responsibility of a person opening the car door to ensure that there is no traffic approaching at the time. If you were negligent enough, you will be considered to be the one at fault.
